Helping Foreign Pass Holders Navigate Work Options in Singapore

Last updated on 23 June 2025

If you are trying to figure out how foreign pass holders in Singapore can legally work or expand their roles, you are not alone. The options are more flexible than many people realise. Here is what you need to know, especially if you are considering Immigration Services Singapore, such as applying for a Letter of Consent (LOC) or managing secondary directorships.

For LTVP/LTVP+ Holders Married to Citizens or PRs

If you are a Long-Term Visit Pass (LTVP or LTVP+) holder—typically the spouse or child of a Singaporean or Permanent Resident—you can work in Singapore once your future employer applies for an LOC for you. The process is done online and usually takes about a week.

There is also a Pre-approved LOC (PLOC) that you can opt into when applying for or renewing your LTVP. That means you do not need to wait for an employer to do it for you—you are already cleared to work once you find a job. Just note that certain jobs (such as those in the entertainment industry) are off-limits. Do note that prospective employers of PLOC holders are still required to notify MOM of the PLOC holder’s employment in their company.

For Dependant’s Pass Holders Running a Business

If you are here on a Dependant’s Pass (DP) and thinking of starting a business, yes—you can. You will need to be registered with ACRA as a sole proprietor, partner, or director with at least a 30 per cent share in the company. Then, you can apply for a LOC from MOM.

One key condition for renewals is that your business must employ at least one local staff member earning a qualifying wage and receiving CPF contributions for a minimum of three months. This helps ensure the business contributes to the local economy.

For Employment Pass Holders Taking Up a Secondary Role

Are you on an Employment Pass and thinking about joining the board of a related company? You will also need an LOC for that. It is possible if the second company is related to your main employer, such as holding companies, subsidiaries, or affiliates. The process takes approximately five weeks and requires some paperwork, including proof of the relationship between the companies.

If the company is not related to your main employer, you will need additional support from the relevant government agency.
